Two Steps Back
The 'Principal Officials Accountability' Formula

Add

+ 14 posts for political appointees are created
+ Principal Officials that are policy secretaries of government bureaux become political appointees
+ these Principal Officials are on contract and are no longer career civil servants
+ all Principal Officials are appointed and fired by the Chief Executive
+ Principal Officials become members of the Executive Council (ExCo)
+ 16 government bureaux are merged into 11
+ current directors of government bureaux are re-named Permanent Secretaries

Plus

+ the Chief Executive is appointed by a 800 member Election Committee
+ the Election Committee members require Beijing's approval
+ Beijing can remove the Chief Executive

Minus

- the Principal Officials are not directly elected by the people
- the Chief Executive is not directly elected by the people
- only 24 of the 60 legislative seats are open to direct election

Result

= the new 'ministers' under the accountability system are accountable only to the Chief Executive, who in turn is accountable only to Beijing
